How do I register as an Adult Leader?

Applying to be a Leader

Individuals who wish to serve as a registered adult leader in the Boy Scouts of America are REQUIRED to complete the following:

  1. A BSA Adult Volunteer Application
  2. The BSA’s Youth Protection Training
  3. PA Act 15 PA Clearance checks:
    • Pennsylvania State Police Criminal History Check,
    • PA Department of Human Services Child Abuse History Clearance, 
    • If you have NOT lived in Pennsylvania for the last 10 years, a fingerprint-based FBI clearance.
    • If you have been a PA resident for 10 or more years, PA Disclosure Statement.

Specific instructions on how to complete these steps can be found below.  Once complete, return the completed hard copy paperwork to the Cubmaster of Committee Chair.  They will obtain the necessary signatures from our Charter Organization and turn in the paperwork to the Council office.

BSA Adult Volunteer Application

Complete a BSA Adult Volunteer Application and give approval for a background check.

  • On Page 3:
    • Complete all fields ABOVE the line marked “To be completed by Unit”
    • Complete all content on right side
  • On Page 9, complete the Authorization section in the middle of the page.
  • Print the document and sign and date pages 3 (Signature of Applicant) and 9 (bottom of the page)

BSA Youth Protection Training

The Boy Scouts of America places the greatest importance on creating the most secure environment possible for our youth members. To maintain such an environment, the BSA developed numerous procedural and leadership selection policies and provides parents and leaders with resources for the Cub Scout, Scouts BSA, Venturing and Exploring programs.

  • Visit My.Scouting  and create an account.  Once you have an account you can access online training.
  • Take the BSA Youth Protection training.
  • Once you have completed the training, please print out the certificate and include the print out with your application.

Pennsylvania State Police Criminal History Check

  1. Go to https://epatch.state.pa.us
  2. Click on “New Record Check (Volunteer)”
  3. Check box and click Accept.
  4. Fill in all information required.
  5. Once your request has finished processing, do one of the following:
    • If message received is “NO RECORD FOUND”, print the Record Check Request Results page clearly showing your Control # and “No Record.”
    • If a criminal record IS found, submit the report detailing the criminal record found (which will be mailed to you) to the BSA Scout Executive.

  2. Select “Create Individual Account” to begin the process.
  3. Once on the application page, select “Volunteer” as the Application Purpose.
  4. For questions relating to the PA Child Abuse History Clearance, contact the ChildLine Verification Unit at 1-877-343-0494, or (717) 783-6211. 

FBI Clearance or PA Disclosure Statement

One additional clearance is required to complete your application:

If you have NOT lived in Pennsylvania for the last 10 years:

Obtain a Fingerprint Based FBI Criminal Background Check:

  1. Go to https://uenroll.identogo.com
    • Enter Service Code 1KG6ZJ
    • “Select the State” = Pennsylvania
    • “Choose your agency” = DHS-OCYF 
    • “Reason for Fingerprinting” = DHS-Volunteer
  2. Follow all instructions necessary to complete the application and fingerprinting process.
  3. A fee may apply to fingerprint-based clearances.  Save a copy of your receipt and the Pack will reimburse you for this cost.
If you have been a PA resident for 10 or more years:

Print, complete and sign the PA Disclosure Statement.

Shopping List

Registered Adult Leaders who are “Scout-facing” (i.e. Cubmaster, Den Leaders) are required to purchase a uniform and wear it at Pack and Den events.  Non-Scout facing leaders are encouraged, but not required, to wear the uniform.  Non-registered adults are not permitted to wear the Class A uniform.  Below is a listing of uniform components that a Registered Leader should purchase:

Position Patch

Select the appropriate patch for your position

Uniforms purchased at a physical Scout Shop often have the Council and other required patch pre-sewn on and included in the price.  Be sure to check that you are purchasing a shirt with the Moraine Trails Council patch.

Optional Gear

The following items are encouraged, but optional for participation in the program.

  • Award Knots (Leaders with a history in Scouting may wear Award Knot patches in recognition of their accomplishments as a youth or adult member.  Additional information is available in Episode 006 of the Cubmaster Minute.  Consult with a Scout Shop employee to ensure you’re purchasing the correct patches)
  • Scouts BSA® Uniform Web Belt
  • Webelos Uniform Cap, Plaid
  • Uniform pants, shorts, or skirt

All of these items can be purchased in-person or online at a Scout Shop. There are three locations in the area:

Training

All Adult leaders in our Pack are required to complete the Youth Protection Training as well as the online position specific training.  Once these trainings are completed, the Leader earns a special TRAINED patch to wear on the left sleeve of their uniform.

To complete this training:

  • Visit the BSA Learning Center at My.Scouting.  
  • Select your position and a learning plan will be created for you.  The plan includes modules that are designed to allow you to complete them at your own pace. 
  • Let the Cubmaster or Advancement Coordinate know once your position-specific training is complete.  You will receive your TRAINED patch at an upcoming Pack Meeting.

Additional Training

Adult Leaders can also complete additional training course to allow the Pack to camp at non-Council sponsored events and improve the delivery of the Scouting experience.  These trainings are optional and include:
